VISA Error -1703807202 When Opening Session

Problem:
Why do I receive Error -1703807202 when I try to open a VISA session?

Solution:
Error -1703807202 occurs when VISA is not installed or is not installed correctly. Specifically, this error is returned if the VISA libraries cannot be opened.

Installing, repairing, or reinstalling the VISA driver resolves this issue.
