Solution: This is caused by one of three things:
To configure the server to allow the correct VIs to be accessed by remote panels and also to configure client IP addresses you must configure directories and network settings by selecting Tools» Options» Web Server: Configuration and Web Server: Browser Access. Under the Web Server:Configuration category, you must make sure that the Enable Web Server is checked. In the Web Server: Browser Access category, you must specify a list of client IP addresses that are allowed access to the web server.
