Why am I Receiving Error 1606 When Installing My National Instruments Software?

Problem:
I am receiving the following error when I try to install any National Instruments Software:

Error 1606. Could not access network location <common administrative tools>. All users\

What is causing this error and how can I fix it?

Solution:
This error can occur if the Windows Installer files are damaged or are not installed correctly. This problem can usually be fixed by following the steps in the Microsoft knowledgebase linked below.  Running a registry cleaning tool such as Regclean may also fix this problem.
