In MATRIXx, Why Do I Receive the Error -15570 with Lmstat Reports Operation?

Problem:
When attempting to checkout licenses for MATRIXx I get the error message, "Xmath: no such feature if communication to the server is slow." To troubleshoot I use a lmstat command, and then receive the error message, "Cannot connect to license server (-15,570:10035 "WinSock:Operation would block")." Further more when I ping the server I receive a response time of greater than 20 ms. What causes this error?

Solution:
This error is caused by a bug found in FlexLM which is used by MATRIXx 7.1. If a port number inside the FlexLM default port range of 27000 to 27009 is specified in the license file then FlexLM incorrectly scans all the ports in the default range. If the network or server is slow then the scan of the ports takes too long, and a time out occurs. The error can be avoided by using a port number that is outside the default port range, for example 27011.
