Receiving Error Code -18002 in TestStand From Custom Substep After Changing Computers

Problem:
I have a sequence with some custom step types, which work fine in the Sequence Editor. I have moved my sequences to another computer with TestStand. However, whenever I call the edit substep, I receive and error saying:

Error executing substep 'edit'.
LabVIEW: The VI is not executable.
Error Code -18002, LabVIEW reported an error. See 'LabVIEW: ' message for more details.

Why do I get this error?

Solution:
This problem is due to trying to execute non-packaged VIs with the LabVIEW Run-Time Engine instead of the LabVIEW Development Environment.

To fix this issue, select Configure » Adapters, select the LabVIEW adapter in the Adapter list control and then click Configure/ In the LabVIEW Adapter Configure dialog box, change the LabVIEW Server to the Development System option.
