Why Do I Get Error 1601 (or 16xx) While Installing NI Software on Windows?

Problem:
I am receiving an error during installation of NI software.  For example, I am trying to install NI-488.2 and receive the following error message.
 
Error 1601 occurred while installing NI-488.2. Do you want to continue?

Why does this happen and how can I fix it?

Solution:
This is a Microsoft Windows Installer error. This error occurs because your Windows Installer has been corrupted. The official Microsoft error code is:
ERROR_INSTALL_SERVICE_FAILURE - Install server could not be accessed.

If you view your Windows Installer properties (Control Panel»Administrative Tools»Services»Windows Installer) you may see a corrupted path to your msiexec.exe.  A corrupted path is anything other than C:\Windows\System32 or C:\Windows\System. (It is possible that your installer is corrupted even if the path looks correct).

This problem can be easily solved by "re-installing" your Windows Installer (msiexec.exe). This can be done by browsing your NI Software CD and running either InstMsiw.exe for Windows NT, 2000, or XP) or InstMsi.exe (for Windows 9x). Once you have done this you may then run the setup.exe on your NI Software CD to install your NI Software. If this still isn’t working try downloading the contents of your NI Software CD to your hard drive and then running the executables. If this still isn’t working or your NI Software CD does not contain InstMsiw.exe you may download the latest installer from the Microsoft website (linked below).

This fix may solve other 16xx Windows Installer problems besides just 1601.
