Why does MATRIXx Version 7.1.6 does not Cut and Paste Properly?

Problem: When I attempt to cut and paste with MATRIXx 7.1.6 on Window XP SP1 the pasted diagram is cut-off. Why does this occur and how can I fix it?

Solution:
This occurs because of a Microsoft bug associated with Windows Service Pack 1 (SP1). Microsoft has fixed the bug for Windows SP2. Upgrading to SP2 should fix the cut and paste for MATRIXx 7.1.6.
