How Do I Enable the National Instruments Volume License Manager's Debug Log and Where is it Located?

Problem:
I would like to enable and view the NI Volume License Manager's (NI VLM) debug log. How do I do this?

Solution:
For VLM 2.1 and Later:

You can no longer turn off the debug log, due to a known issue in the Accresso FLEXnet architecture, however the debug log file is located in the same location mentioned below.

For VLM 2.0 and Previous:
To enable the debug log from NI VLM, go to Options » Preferences » Policies and check Enable Debug Log. You must enable this option and then click Apply Changes or Start License Server before this feature will work.

The actual debug log file can be found at C:\Program Files\National Instruments\Shared\License Manager\Bin\lmgrd.log and can be viewed from any text editor.
