I Cannot Get My Dell Optiplex GX620 PC to Boot with a PCIe-1429 Card Inserted into the PCIe x16 Slot

Problem:
I have a Dell Optiplex GX620 PC, and I wish to use a PCIe-1429 framegrabber card in the x16 PCI Express slot. The monitor is connected to the onboard VGA port on the motherboard of the computer. When I insert the PCIe-1429 into the PCI Express x16 slot and plug power to the PC, the PC momentarily powers up, flickers some lights on the front, shuts down, and then repeats this process. I am unable to turn the PC on.

Solution:
This is a known issue for the motherboard on the Optiplex GX620. Updating the BIOS for this specific PC model should fix the problem. The BIOS update is provided by Dell.
